Level of Repair Analysis (LORA) is performed to determine the best, most effective place where an item can be repaired. They examine not only the cost of the part to be repaired or replaced, but all of the elements required to make sure the job is done correctly. This includes the skill level of personnel, tools required to perform the task, test equipment required to test the repaired product, and the facilities required to house the entire operation.

Oftentimes, the LORA process discovers that replacing a $2.00 part actually costs hundreds of times that amount, when all costs are considered. The LORA determines if it is more cost-effective to discard an item (even a rather expensive part) than to attempt to repair it. This analysis drives the maintenance support (service parts, test equipment, technical manuals, etc.) for each repairable unit analyzed. It also establishes who or where each unit will be repaired.
